Question about internet sharing

I have 20 machines and two internet connection, one is tata and second one is hathway. but now tata is running on all machine through router and now I want to connect 10 pc with tata and 10 pc with hathway on a same workgroup. So kindly tell me what can I do. As well as tell me about proxy server means is it possible through proxy?
