My 2000 Chevy S-10 penger side seat won't lock into place. How can I fix this myself?

My friend has the same truck and the same problem. It seems this should be a safety recall, although I've checked all the recalls and haven't found it to be one. If someone is in the seat and I am forced to hit the brakes hard, they will slam forward. It seems this would be extremely dangerous if I were in a collision and the airbag deployed while the penger was racing forward. Chevy needs to take a close at this before this scenario really happens and they get sued.
