If yhoo is not accepting the original bid from msft.why threaten to lower it.?

Doesn't it seem counter intuitive of lowering the bid if the first bid is not acceptably high enough in the first place?It's like trying to ruin a play 'coz you were not included in it and expect to be applauded by the audiences or maybe it 's just a ploy to bluff his way in .
