Does this prove the ineptness of GW Bush and his Administration?

I wouldn't necessarily call it inept, because they didn't accidentally let him go or anything. They knew what they were doing. The Bush and bin Laden families are known to be close. They gave GW $50,000 to start a business, for one example. The first days following the 9/11 attacks, the Bush administration allowed a jet to evacuate members of Osama's family, even though the American airspace was shut down to the rest of America. So why would he allow the capture and death of a family friend?
